A Level 2 Electrician is an Accredited Service Provider (ASP) who is specially qualified to undertake electrical work that involves direct work on the electrical supply network. At ESBA, our Level 2 Electrical services include installations, repairs, and maintenance on overhead and underground service lines as well as metering work and power supply upgrades.
The National Electrical and Communications Association (NECA) identifies the four categories in which Level 2 electricians work:
| Class | What the ASP Level 2 is Authorised to Do |
| Class 2A | Disconnect & Reconnect services for upgrades, repairs, or new connections. |
| Class 2B | Work on Underground Service Lines between the street and the customer’s connection point. |
| Class 2C | Work on Overhead Service Lines (including private poles) between the street and the customer’s connection point. |
| Class 2D | Install and Commission Smart Meters and safely energise new installations. |
The ASP Scheme is designed to maintain safety and quality consistency across the board for those working with distribution network service providers (DNSPs). Within the scheme, there are three levels of accreditation:
In NSW, the Service and Installation Rules (SIRs) and AS/NZS 3000:2018 state that level 2 electrical work includes any work that changes the connection of your home or commercial property to the local power supply. They also align with specific requirements made by Ausgrid and Endeavour Energy.
It can be hard to know exactly when you might need a level 2 electrician. So, we’ve put together a quick guide to help.
Any changes to your property’s connections require safe disconnection or reconnection. Our Level 2 Electricians may be required for:
Installing, repairing, upgrading, or maintaining overhead and underground service cables to your property is a key component in a range of electrical work. For ESBA’s Level 2 Electricians, this usually involves:
Any upgrades, repairs, or servicing to your meter box will require our Level 2 Electricians to complete the work. These jobs can be:
When your property needs a higher load capacity to power new appliances or electrical equipment, our Level 2 Electricians are on the case to complete a three-phase power upgrade. This requires working on the connection between your property and the grid power, sometimes running new service lines and collaborating with your DNSP. This may be necessary if you are installing/using:
Older switchboards, ones with outdated hardware like ceramic fuses or asbestos panels, need replacement. This is another job ESBA’s Level 2 Electricians handle because a switchboard upgrade requires special metering and supply changes.
For more information, visit our dedicated service for switchboard upgrades.
Especially in older homes, electrical systems can wear down, making them unsafe to use. On occasion, a DNSP provider will issue you a defect notice, which legally requires you to fix any issue within 21 days of notification. You may be issued a notice for:
To rectify any of these issues, you’ll need a level 2 electrician to handle the job.

A Level 2 electrician is an Accredited Service Provider (ASP) who is authorised to work directly on the infrastructure connecting a property to the local electrical supply network. Both the NSW government and local network providers recognise these qualifications.
How much a Level 2 electrical service job will cost depends on the type of work and how complex the work is.
Smaller jobs like meter installation can average a cost between $200 and $600, while larger projects like three-phase upgrades or private power pole installations can cost between $2,500 to $6,000+.
ESBA is available to consult on these projections and will always provide a written estimate before work begins.
How quickly an electrician can respond to your electrical emergency depends on the availability of staff, your location, and the type of job required.
At ESBA, we operate 24/7 for emergency call-outs and aim to reach you as soon as possible. We have a 48-hour guarantee, and we try our best to minimise wait times.
When you call us, we’ll work to arrange the earliest possible arrival and keep you updated along the way. Luckily, we operate Sydney-wide and will work to find the nearest electrician for you.
